Public institutions of higher education in New Jersey would be prohibited from increasing resident undergraduate and graduate tuition and fees by more than 4% over the prior academic year

The cap applies to both undergraduate and graduate programs, including professional studies programs such as law, medicine, business, dentistry, nursing, and pharmacy

The restriction applies only to resident students, not out-of-state tuition rates

The bill was originally drafted to take effect for the 2017-2018 academic year but has been pre-filed for introduction in the 2026 legislative session
