Caps noneconomic damages (pain, suffering, inconvenience, physical impairment, disfigurement) at $250,000 in medical malpractice lawsuits against health care providers in New Jersey

Defines "health care provider" broadly to include physicians, chiropractors, podiatrists, dentists, optometrists, psychologists, pharmacists, nurses, physical therapists, bioanalytical laboratory directors, hospitals, and other health care facilities

Professional negligence must involve services within the provider's licensed scope and not subject to licensing board or hospital restrictions to qualify under this cap

Takes effect immediately upon enactment and applies only to actions accruing on or after the effective date
