Law enforcement agencies in New Jersey would be required to obtain a court order before using imaging surveillance devices that can detect individuals, items, or activities inside closed structures

Imaging surveillance devices covered include those using radar, sonar, infrared, or other remote sensing technology that reveals information not otherwise directly observable through walls and buildings

Court order applications must be made in writing under oath and include: the identity of targets (if known), the purpose and type of information sought, the location of the operation, and the time period for surveillance

Applications must demonstrate that normal investigative procedures have been tried and failed, are unlikely to succeed, or would be too dangerous to employ

The bill would take effect immediately upon enactment and applies to all state and local law enforcement agencies in New Jersey
