Requires the New Jersey Commissioner of Health to identify critical goods, services, and partnerships needed for robust emergency response to public health crises.

Mandates establishment of institutionalized partnerships with businesses, community groups, governments, healthcare facilities, universities, and other stakeholders to improve crisis response capabilities.

Requires identification of groups most at-risk during public health emergencies and development of collaborative response plans with partners.

Directs the Department of Health to conduct joint training exercises with partners and maintain regular engagement on emergency preparedness topics.

Requires coordination with local and state agencies to develop a system for sharing and tracking contacts and partnership activities, effective immediately upon enactment.
