Office of Information Technology, in consultation with the Department of Health and State Office of Emergency Management, must prepare a long-term capital investment plan for data and technology infrastructure to support public health emergency preparedness and continuity of State services.

Investment plan due to the Governor and Legislature within 18 months of enactment, with annual implementation reports required thereafter.

Plan must include strategies for early warning systems utilizing State, federal, and international data sources, a centralized health data repository accessible to State agencies, and expanded digital services capabilities including remote work for State employees.

Public participation required: proposed plan must be available for public comment at least 90 days before submission, with at least three public meetings (may be virtual) and written responses to all comments received.
