Establishes New Jersey court jurisdiction over child custody cases when a child is present in the state to receive gender-affirming health care, including psychological care, surgery, hormone replacement therapy, and other treatments to align physical aspects with gender identity.

Prohibits the Governor from extraditing individuals charged in other states with providing, receiving, or allowing a child to receive gender-affirming health care that is legal in New Jersey, if the person was not present in the demanding state when the alleged offense occurred.

Bars New Jersey attorneys from responding to subpoenas from other states related to gender-affirming care violations, and prohibits state, county, and local law enforcement from making arrests or cooperating with inquiries from other jurisdictions regarding such care.

Prevents New Jersey courts from enforcing out-of-state laws or judicial rulings that authorize child removal from parents or guardians for allowing their child to receive gender-affirming health care.

Prohibits licensed health care facilities and professionals from providing medical records of children receiving gender-affirming care in furtherance of out-of-state investigations seeking to impose civil or criminal liability for care that is legal in New Jersey.
