Adds two student representatives to Rutgers University's Board of Governors, which currently consists of the university president (non-voting) and 15 voting members appointed by the Governor and board of trustees

Student representatives must be full-time, regularly matriculated students in good academic standing, at least 18 years old, and U.S. citizens, serving two-year terms

Requires the board to hold a public hearing within 90 days to determine whether students will be elected by the student body at large or by the student government association

For the first election, one student serves immediately as a voting member for one year, while the second serves as an alternate the first year and voting member the second year; subsequent elections follow staggered two-year terms

Student members receive full participation rights except for matters involving personnel decisions, real property transactions, and pending litigation
