New Jersey would join the Cosmetology Licensure Compact, an interstate agreement allowing licensed cosmetologists to practice across all member states through a single multistate license issued by their home state.

The compact establishes the Cosmetology Licensure Compact Commission, a joint government agency composed of one delegate from each member state's licensing authority, with powers to adopt rules, collect fees, and maintain a data system for license information.

Cosmetologists must hold an active, unencumbered license in their home state to qualify for a multistate license, and must comply with the scope of practice laws and regulations of any state where they provide services.

The compact provides special provisions for active military members and their spouses, allowing them to retain their home state designation during active duty assignments regardless of where they are stationed.

Each state retains authority to investigate complaints, take adverse actions against practitioners within its borders, and set its own educational and training requirements for initial licensure.
