Expands the New Jersey State Board of Cosmetology and Hairstyling from 13 to 15 members

Reduces public member seats from three to two members

Replaces the single licensed teacher position with four new positions: two representing public school vocational cosmetology programs approved by the State Board of Education and two representing licensed private cosmetology schools

Maintains six seats for licensed practitioners with at least five years of experience, but broadens eligibility to any profession licensed by the board rather than specifically cosmetologist-hairstylists, beauticians, and barbers

Retains two seats for hair braiding shop owners/operators and one State executive department member
