Creates a 3-year provisional medical license for international medical graduates who have a medical degree from the last 7 years, completed residency or 5+ years of practice abroad, are in good standing with their home country's licensing board, and have English fluency.

Requires provisional licensees to practice only under direct supervision of a fully licensed New Jersey physician and to have a job offer from a licensed healthcare provider or existing license from certain board-approved countries.

Provisional license automatically converts to a full license after 3 years if no impairment, malpractice, fraud, or misconduct is reported to the State Board of Medical Examiners.

Prohibits healthcare providers from paying internationally-trained physicians less than 90% of the average compensation for the same specialty and geographic region in New Jersey.

Mandates provisional licensees provide patients with written disclosure of their medical school, residency programs, and that their credentials were deemed equivalent to U.S. standards by the board.
