Students with full or partial custody of a child would be exempt from mandatory meal plan purchases at New Jersey colleges and universities

Parent students cannot be required to live in on-campus housing, with exceptions for residential cohort/access programs or scholarship conditions

Institutions cannot require parent students to pay gym, fitness center, or recreational facility fees, though students who don't pay these fees may be denied access to those facilities

The fee exemption applies only to standalone recreation fees, not when bundled with other campus services like transportation

Takes effect immediately and applies starting the first full academic year after enactment
