Requires all professional nursing education programs in New Jersey to include curriculum on inflammatory breast cancer (IBC), a rare invasive breast cancer that blocks lymph vessels in the skin.

Mandates that the IBC education curriculum be developed in consultation with experts on the study, diagnosis, and treatment of inflammatory breast cancer.

Takes effect on the first day of the 12th month following enactment, with the Commissioner and Board of Nursing authorized to take anticipatory administrative action beforehand.

Addresses the difficulty of diagnosing IBC, which often does not cause a breast lump and may not appear on mammograms, and disproportionately affects women under 40, Black women, and overweight women.
