Expands access to New Jersey's domestic violence central registry to include licensed psychologists, psychiatrists, physicians, nurses, clinical social workers, and marriage and family therapists who have a duty to warn and protect potential victims.

The domestic violence central registry contains records of all persons with restraining orders against them, those charged with domestic violence crimes, and those charged with violating domestic violence court orders.

Currently, registry access is limited to public agencies investigating domestic violence, law enforcement, courts, surrogates handling adoptions, and the Division of Child Protection and Permanency.

Unauthorized disclosure of registry records remains a fourth-degree crime punishable by up to 18 months imprisonment and/or a $10,000 fine.

Takes effect on the first day of the second month following enactment.
