Establishes the "Family and Private Burial Grounds Preservation Act" placing family and private burial grounds under the regulatory authority of the Department of Environmental Protection, which must maintain records and maps of all such burial grounds statewide

Prohibits disturbing, destroying, defacing, or removing human remains, burial objects, tombstones, monuments, or boundary fences from family or private burial grounds without proper authorization

Restricts construction, excavation, or building within 15 feet of burial ground boundaries unless approved by relatives of all interred persons, or deemed necessary for public health, essential public services, or highway construction

Requires property owners to notify the department of burial grounds within 120 days of the act's effective date and ensure deeds accurately reflect burial ground presence before property conveyance

Establishes criminal penalties including fines up to $10 million and imprisonment up to 5 years for violations committed with intent to gain economic benefit, plus civil penalties up to $200,000 for subsequent offenses
