Expands the definition of land excluded from municipalities' available land calculations for affordable housing obligations to include environmentally regulated land, not just land where development is prohibited outright.

Excludes Highlands Preservation Area land and Highlands Planning Area land (for conforming municipalities) regulated by the Highlands Water Protection and Planning Council from designation as available for affordable housing.

Excludes land regulated under the Flood Hazard Area Control Act and the Freshwater Wetlands Protection Act from counting toward available land for affordable housing construction.

Amends P.L.1995, c.231 and updates technical references to replace the inactive Council on Affordable Housing with current applicable standards.
