Requires all New Jersey municipalities to permit accessory dwelling units (ADUs) as of right on any lot with a single-family or two-family dwelling, without public hearings or discretionary review.

Prohibits municipalities from requiring more than one parking space per ADU, with no parking required if the unit is within one-half mile of public transit; replacement of removed garage parking spaces cannot be mandated.

Bars local ordinances from imposing relationship requirements between ADU and main dwelling occupants, minimum age restrictions, separate utility billing, or periodic permit renewals.

Municipal agencies must approve or deny ADU applications within 60 days as a ministerial action, with automatic approval if no decision is rendered; municipalities cannot impose standards beyond those specified in the bill.

Allows municipalities to require owner-occupancy of either the main unit or the ADU, and preserves local authority to restrict short-term rentals and enforce building code compliance.
