Establishes the "Incarcerated Women's Protection Act" requiring the Commissioner of Corrections to implement gender-responsive risk and needs assessments, mandatory annual training for officers supervising female inmates, and community supervision/reentry services.

Creates a Division of Women's Services within the Department of Corrections to address female inmates' specific needs including trauma treatment, parenting issues, child reunification, and specialized housing programs, along with a Prison Rape Elimination Act (PREA) Compliance Unit.

Mandates doula services for pregnant inmates, support persons during labor and childbirth, parenting classes, and family reunification programs for all inmates scheduled for release within six months.

Establishes a special victim's unit under the Special Investigations Division to investigate allegations of sexual assault and misconduct in state correctional facilities, with requirements for specialized training and confidential interview spaces.

Requires separate boards of trustees for adult male and adult female state correctional facilities, replacing the current structure, and mandates that information about sexual abuse/harassment rights and reporting be provided to all inmates at intake and periodically thereafter.
