Adds "apartment complex" as a new category of "specially exempt facility" under New Jersey swimming pool safety law, exempting such pools from mandatory lifeguard and first aid personnel requirements when pool use is restricted to tenants and their invited guests

Defines "apartment complex" as one or more apartment buildings on the same premises owned by a person or entity receiving monthly rental payments from tenants

Requires apartment complex pools without lifeguards to post a sign at least 3 feet by 4 feet at the pool entrance stating: "No lifeguard on duty. Persons under the age of 16 must be accompanied by an adult. No swimming alone."

Takes effect 180 days after enactment, with the Commissioner of Health authorized to adopt implementing regulations
