The Division of Purchase and Property must establish mandatory training protocols for all purchasing agents on the Rehabilitation Facilities Set-Aside program, with biennial renewal requirements.

The Department of Treasury must issue implementation guidelines within 90 days of enactment and submit quarterly purchasing data reports to the Central Nonprofit Agency, plus annual compliance reports to the Legislature.

Compliance requirements do not take effect until the Treasury Department issues training protocols, written standards, and procurement procedures governing goods and services through the Central Nonprofit Agency.
