Establishes a Statewide Longitudinal Data System Governing Body within the Department of Education, comprising representatives from the Department of Education, Office of the Secretary of Higher Education, Higher Education Student Assistance Authority, and Department of Labor and Workforce Development

Creates a data system to link education and workforce information for policy decisions, including tracking outcomes such as employment rates and wages after completing training or post-secondary degrees

Requires the system to meet National Institute of Standards and Technology security standards and only release aggregate-level data, with participating agencies maintaining control of their own data

Authorizes the New Jersey Motor Vehicle Commission to share personal information with the governing body for identity matching purposes, while prohibiting disclosure of citizenship status, photos, full social security numbers, or information about individuals using Individual Taxpayer Identification Numbers

Exempts the governing body from the Open Public Meetings Act and exempts shared data from public records laws under OPRA and common law
