Requires municipalities to permit accessory dwelling units (ADUs) on lots zoned for single-family or two-family residential use, with applications processed ministerially within 60 days without public hearings.

Mandates municipalities adopt one of two model ordinances from the Commissioner of Community Affairs; any differing local regulations must be submitted to the Department of Community Affairs for approval within 60 days.

Sets ADU development standards including minimum 300 sq ft, maximum 1,200 sq ft floor area, maximum 20-foot height, and no more than 5-foot side/rear setbacks, with parking limited to one space per ADU.

Requires ADU applicants to be owner-occupants of the principal dwelling unit, and prohibits ADUs from being sold separately from the principal residence while allowing rentals (with municipal discretion to require 30-day minimum lease terms).

Voids any HOA or planned development restrictions that prohibit or unreasonably restrict ADU construction consistent with the bill's requirements.
