Requires the Commissioner of Human Services to apply for federal Medicaid State plan amendments or waivers to secure federal funding for additional graduate medical education slots focused on behavioral health care.

Upon federal approval, the Commissioner of Human Services and Secretary of Higher Education must establish a process for new and existing graduate medical education programs to request Medicaid funds for behavioral health-focused training slots.

Aims to address behavioral health workforce shortages by expanding residency and training positions in mental health and related specialties.

Takes effect immediately upon enactment.
