Allows out-of-state health care practitioners licensed in states with state and federal criminal background check requirements to practice in New Jersey for up to one year while their licensure application is pending

Applies to multiple professions including physicians, nurses, advanced practice nurses, psychologists, social workers, marriage and family therapists, professional counselors, alcohol and drug counselors, respiratory care practitioners, and pharmacists

Creates temporary graduate licenses for recent graduates of health care training programs (nurses, physician assistants, pharmacists, respiratory care practitioners, social workers, associate counselors) to practice in New Jersey while awaiting full licensure

Requires the State Board of Medical Examiners and other licensing boards to check the National Practitioner Data Bank before granting provisional authorization and maintain continuous monitoring for disciplinary actions

Imposes a $500 per day civil penalty on practitioners who fail to notify the Division of Consumer Affairs if their license in another state is suspended, revoked, or subject to disciplinary action
