Establishes fixed minimum annual appropriations from hotel/motel occupancy fee revenues beginning in Fiscal Year 2027: $31,900,000 to the New Jersey State Council on the Arts, $5,500,000 to the New Jersey Historical Commission, $17,600,000 to the Division of Travel and Tourism, and $720,000 to the New Jersey Cultural Trust.

Replaces the current percentage-based allocation formula (22.68%, 3.84%, 12.76%, and 0.72% respectively) with flat dollar minimums for fiscal years after 2026.

Updates the "poison pill" provision to trigger suspension of the hotel/motel occupancy fee collection if the annual appropriations act fails to meet the specified minimum dollar amounts starting in Fiscal Year 2027.

Maintains existing allocation rules for Fiscal Years 2005 through 2026 under the current percentage-based system with minimum floors established in Fiscal Year 2021.
