Expands authority of Class Three special law enforcement officers to provide security at four-year public and private colleges, in addition to their existing authorization for K-12 schools and county colleges

Class Three officers must be retired police officers under 65 years old who served as fully-trained, full-time municipal, county, or State Police officers

Officers may exercise full police powers on campus during school hours or when students, teachers, or professors are present

Officers may respond to offenses or emergencies off campus only if occurring in their presence while traveling to the institution, but cannot be assigned to off-campus duties

Takes effect on the first day of the seventh month following enactment
