Authorizes courts to impose fines up to $10,000 plus the value of stolen vehicles exceeding $5,000 for carjacking convictions when the vehicle is not recovered.

Creates an additional charge of endangering the welfare of a child when theft by deception of a motor vehicle is committed against a minor victim.

Establishes a rebuttable presumption of pretrial detention for defendants charged with carjacking or theft of a motor vehicle by deception against a minor.

Expands existing pretrial detention presumptions, which currently apply only to murder and crimes carrying life imprisonment, to include these carjacking and motor vehicle theft offenses.
