Requires the New Jersey Attorney General to create a model municipal ordinance within 90 days establishing residency restrictions for registered sex offenders assessed as moderate or high risk for re-offense.

The model ordinance cannot restrict constitutional rights to travel or force current residents to relocate from their existing homes.

Attorney General must provide free legal defense for any municipality that adopts an ordinance identical to the model ordinance and faces civil legal challenges.

Addresses the issue that many municipalities lack adequate funding to defend their sex offender residency restriction ordinances in court.
