Creates a Statewide Animal Cruelty Offender Registry requiring persons convicted of animal cruelty offenses to register with local law enforcement within 10-120 days depending on circumstances, with registration information made publicly accessible online.

Prohibits registered offenders from adopting, purchasing, or breeding animals during the registration period; existing animals owned by first-time offenders may be retained only after passing a municipal inspection for proper care.

Requires offenders to notify authorities at least 10 days before any address change and verify their address annually, with failure to comply constituting a fourth-degree crime carrying a $1,500 fine.

Allows offenders to petition Superior Court to terminate registration after 10 years without committing animal cruelty or violent offenses against humans, except for repeat animal cruelty offenders or those with subsequent violent crimes against humans.

Failure to register or falsifying registration information constitutes a third-degree crime with a $2,500 fine, and establishes an Animal Cruelty Offender Registration Fund to receive all collected penalties.
