Expands New Jersey's existing flavored cigarette ban to include menthol cigarettes, flavored oral nicotine pouches, and flavored non-premium cigars (mechanically manufactured or mass-produced cigars)

Prohibits retailers from selling, offering, distributing, or giving away these flavored products, with "characterizing flavor" now including menthol, mint, wintergreen, clove, fruit, chocolate, vanilla, candy, and other non-tobacco flavors

Civil penalties for violations: minimum $250 for first offense, minimum $500 for second offense, and $1,000 for third and subsequent violations

Division of Taxation may suspend a retailer's tobacco license after a first violation or revoke it after a second violation, following a municipal hearing

Takes effect 60 days after enactment and amends the original 2008 flavored cigarette ban (P.L.2008, c.91)
