Directs the Commissioner of Health to develop and implement an outreach and education strategy promoting mental and behavioral health and reducing stigma around mental health conditions and substance use disorders among Hispanic and Latino populations in New Jersey.

Requires the strategy to be culturally and linguistically appropriate, address diverse subgroups (by gender, age, sexual orientation, ethnicity), and provide information on evidence-based interventions and treatments.

Mandates community engagement in developing educational materials and requires the strategy to address the intersection of behavioral and physical health, including impacts from the COVID-19 pandemic.

Requires the Commissioner of Health to submit annual reports to the Governor and Legislature beginning one year after enactment on improvements in mental and behavioral health outcomes for Hispanic and Latino populations.

Appropriates $1 million from the General Fund to the Department of Health for implementation, with the act taking effect 90 days after enactment.
