Requires contractors performing construction, renovation, demolition, or permit-required maintenance in New Jersey to use containment devices (barriers, enclosures, filters, tarps, wet-cutting systems) to prevent dust, debris, microplastics, and other pollutants from escaping worksites into soil, water, or air.

Mandates specific containment measures including vacuum attachments or wet-cutting systems, tarps beneath work areas, daily cleanup of all generated waste, and installation of runoff-control measures at storm drains when applicable.

Contractors must maintain compliance records for two years and provide educational materials and on-site briefings to all employees and subcontractors explaining containment requirements.

Violations result in escalating penalties: warning for first offense, up to $1,000 fine for second violation, and up to $5,000 for each subsequent violation, with each day of continued violation counted as a separate offense.

Takes effect 90 days after enactment and applies to all construction permits issued after that date, with enforcement authority given to the Department of Community Affairs and local construction officials.
