Increases annual cigarette and tobacco products tax revenue allocation to the New Jersey Commission on Cancer Research from $1 million to $4 million.

Establishes a new non-lapsing, revolving Cancer Research Fund within the Department of the Treasury to replace the existing lapsing fund.

Funds deposited in the Cancer Research Fund, including any earned interest, must be used exclusively for cancer research grants approved by the commission and other authorized commission responsibilities.

The State Treasurer serves as custodian of the fund, with disbursements made upon vouchers signed by the commission chairperson or designee.

Aligns cancer research funding with State funding levels for spinal cord and brain injury research, which typically receive $4 million to $6 million annually.
