Division of Veterans' Healthcare Services must establish minimum direct care staff-to-resident ratios for each State veterans' memorial home based on resident acuity and facility size

Staff-to-resident ratios must be reviewed and adjusted as necessary at least quarterly

Direct care staff includes registered professional nurses, licensed practical nurses, and certified nurse aides acting within their authorized scope of practice

Bill does not override existing Department of Health or federal staffing requirements, and does not restrict facilities from exceeding minimum staffing levels

Takes effect on the first day of the fourth month following enactment
