Creates a publicly accessible New Jersey White Collar Crime Offender Registry to be maintained by the Department of Law and Public Safety, listing offenders' names, physical descriptions, photographs, and conviction details.

Requires registration for individuals convicted of second-degree insurance fraud, mortgage fraud, securities fraud, misapplication of entrusted property, money laundering, theft by deception, and other financial crimes specified by department regulations.

Applies retroactively to convictions on or after January 1, 2005, with registry duration of 10 years for first offense, additional 10 years for second offense, and lifetime for third offense.

Exempts offenders from registration if they complied with all court orders at sentencing, paid full restitution to victims, and have no other registrable convictions.

Establishes a removal process requiring offenders to wait five years after sentence completion, pay all restitution, complete court-ordered treatment, and avoid subsequent convictions or civil liability for fraud-related conduct.
