Requires New Jersey courts to issue disqualification orders simultaneously with forfeiture orders when public officials are convicted of crimes involving their office, position, or employment.

Establishes a procedure for county prosecutors or the Attorney General to apply to a Superior Court judge designated by the Chief Justice for disqualification orders when convictions occur under federal or other states' laws.

Disqualification orders based on out-of-state or federal convictions take effect retroactively to the date of the guilty verdict or guilty plea.

Directs the Administrative Office of the Courts to create and maintain a central registry of all individuals subject to disqualification orders under the statute.

Persons convicted of offenses "involving or touching" their public office remain permanently barred from holding any position of honor, trust, or profit in New Jersey or its political subdivisions.
