Creates the New Jersey State Board of General Contractors within the Division of Consumer Affairs, consisting of nine members, six of whom must have at least 10 years of general contracting experience

Requires all general contractors to obtain a state license; applicants must be at least 18 years old, complete an accredited degree program in construction/project management with 2 years supervised field experience OR complete an approved apprenticeship program with 4 years supervised field experience, and pass a board-approved examination

Exempts individuals with at least 10 years of general contracting experience prior to the act's effective date from education and examination requirements, provided they have not declared bankruptcy or altered business names to deceive parties

Licenses must be renewed every three years with continuing education requirements, and contractors must have their license available at work sites where services are being performed

Takes effect 240 days following enactment
