Property owners opting into the program must pay a $500 premium fee for each required plan review subcode area in addition to standard permit fees

Municipalities may participate by having their local enforcing agency conduct expedited reviews, or property owners in non-participating municipalities may hire licensed private plan review agencies

Department of Community Affairs must establish a licensing program for private plan review agencies, including requirements for certified personnel, fiscal integrity, insurance, and recordkeeping

Local enforcing agencies retain supervisory control over construction projects and authority to issue certificates of occupancy regardless of whether expedited reviews are conducted by private agencies
