Mandates biennial license renewal with continuing education requirements, and allows reciprocal licensing for professionals from other states with comparable standards.

Requires professional landscaping businesses to register biennially, providing proof of general liability insurance, workers' compensation coverage, and employing at least one licensed landscape professional per location (plus one additional for every 10 employees at branch offices).

Authorizes the committee to suspend or revoke licenses and registrations for violations including fraud, gross negligence, failure to maintain insurance, or criminal convictions, with hearings conducted under the Administrative Procedure Act.
