County colleges must allow eligible high school students to enroll in career certificate program courses when classroom space is available.

Students must meet four eligibility requirements: be a New Jersey resident, be at least 16 years old and enrolled in grade 12, maintain good academic standing, and obtain written permission from their high school principal.

Eligible high school students are not required to have a State-endorsed diploma or GED completion before enrolling in career certification or license courses.

County colleges retain authority over their prerequisite course requirements and application procedures, which are not waived by this bill.

The bill takes effect immediately and applies starting with the first full academic year following enactment.
