Establishes a goal of developing 750 megawatts per year of new residential, commercial, industrial, and grid-scale solar power generation under the SREC-II program, extending the program until 2035.

Sets targets for the small solar facilities incentive program including at least 300 megawatts of net-metered solar facilities per year, 3,000 megawatts of community solar facilities between October 1, 2025 and December 31, 2029, and at least 150 megawatts of community solar facilities per year thereafter.

Requires competitive solicitations for SREC-II contracts to occur at least every 18 months, awarding contracts for no less than an average of 300 megawatts per year through the program's duration.

Authorizes the Board of Public Utilities to extend the program or increase generation goals as necessary to conform to New Jersey's solar energy policies.

Allows the Board to establish cost containment measures beyond bid thresholds for the competitive solicitation process to promote fiscal responsibility.
