Creates the NJHousing Pilot Program to provide monthly cash transfers to 300 rent-burdened households at risk of eviction for 24 months, with no restrictions on how recipients spend the funds.

Appropriates $6.55 million from the General Fund, with up to $40,000 for administrative costs, $20,000 for public outreach, $10,000 for survey respondent payments, and the remainder for cash transfers.

Department of Community Affairs will establish eligibility criteria based on household income, rent burden, and eviction risk, then randomly select participants by county proportional to qualified applicants in each county.

Requires a post-program survey of both enrolled households and non-selected qualified applicants to evaluate program effectiveness, with results reported to the Governor and Legislature.
