Establishes a Division of Energy Resource and Development within the Department of the Treasury to provide unified direction for energy efficiency, renewable energy, and emissions reduction policies and programs.

Transfers all energy policy and development responsibilities from the Board of Public Utilities (BPU) to the new division, including energy efficiency programs, clean energy programs, energy generation planning, the Office of the Business Ombudsman, and electric vehicle incentive programs.

Creates a Director of Energy Resource and Development position, appointed by the Governor with Senate confirmation, to administer the division and organize its operations.

Requires the new director and BPU president to develop a schedule for orderly transfer of programs, with proportionate staff and resources moving from BPU to the division.

Amends existing environmental and energy statutes (including greenhouse gas emissions allowance trading and Regional Greenhouse Gas Initiative provisions) to replace BPU references with the new Division of Energy Resource and Development.
