Requires the Department of Veterans Affairs and Department of the Treasury to purchase property in Ocean or Monmouth County for a new veterans memorial home, to be named the "Ronald S. Dancer Veterans Memorial Home"

Property must be located within one mile of an acute care facility providing services such as medical, surgical, cardiac, psychiatric, and intensive care

Facility must be fully operational within five years of enactment, with funding appropriated annually from the General Fund for property purchase and improvements

Ocean and Monmouth counties have approximately 30,051 and 23,148 veterans respectively, representing two of the highest veteran populations in New Jersey

Commissioner and State Treasurer must submit progress reports to the Legislature at least every six months, and the bill establishes a new advisory council for the facility
