Creates an Office of Energy Generation Ombudsman within the New Jersey Department of Treasury to assist energy producers with navigating permit processes, provide dispute resolution services between applicants and state agencies, and develop best practices for energy permitting statewide.

Requires all state agencies to give highest priority to reviewing and approving any development project that increases electricity production and distribution in the state, including construction of new power generating stations.

Ombudsman responsibilities include monitoring permit processing practices, identifying complaint patterns in permitting processes, gathering information on impediments to energy generation, and serving as an information resource for current and prospective energy producers.

Mandates annual reports to the Governor and Legislature summarizing services provided and recommending changes to laws, regulations, and policies of the Department of Treasury, Department of Environmental Protection, Board of Public Utilities, and other relevant agencies to promote energy generation expansion.

Applies to a broad range of permits including waterfront development, wetlands, coastal area, flood hazard, water pollution control, construction code permits, and other state agency approvals.
