Amends New Jersey's Municipal Land Use Law (P.L.1975, c.217) to require that municipal master plans, land use ordinances, and site plan ordinances include provisions for optimizing solar panel orientation and maximizing solar gain

Requires streets in subdivisions to be oriented, where consistent with reasonable land utilization, to permit buildings to maximize solar gain from solar photovoltaic or solar thermal systems

Mandates that site plan ordinances include standards for conservation of energy and renewable energy sources, specifically including solar systems designed to maximize solar gain

Authorizes municipalities to approve developments designed, oriented, and constructed in a manner most beneficial to the installation and efficacy of operational solar energy systems

Intended to reduce costs for homeowners and developers by building optimal solar alignment into structures at the design phase rather than retrofitting after construction
