Authorizes the New Jersey Economic Development Authority (EDA) to provide grants to farmers from the "Global Warming Solutions Fund" to replace inefficient or polluting agricultural equipment with more efficient, less polluting equipment

Adds agricultural entities to the list of eligible recipients for EDA funding, alongside commercial, institutional, and industrial entities already authorized under current law

Requires grant applicants for agricultural equipment replacement to demonstrate that the old equipment has been dismantled or otherwise permanently decommissioned

The EDA receives 60% of the annual appropriations from the Global Warming Solutions Fund, which is funded by the sale of greenhouse gas emissions allowances under the Regional Greenhouse Gas Initiative (RGGI)

Amends P.L.2007, c.340 (the Global Warming Solutions Act) and takes effect immediately upon enactment
