Creates the "Farmer Supply Link Program" allowing county agricultural development boards to contract with agricultural product aggregators to purchase bulk supplies at discounted rates for resale to New Jersey farmers

Eligible supplies include equipment, compost, fertilizer, fuel, farm infrastructure, seeds, livestock, and pesticides, available exclusively to eligible New Jersey farmers as determined by the Department of Agriculture

Requires boards to establish fee schedules that are Consumer Price Index-adjusted and sufficient to recover all implementation costs, with excess revenue deposited into the Preserve New Jersey Farmland Preservation Fund

First-year participating boards may receive grants from the State Agriculture Development Committee through the Preserve New Jersey Farmland Preservation Fund; subsequent years must be self-funded through collected fees

Authorizes boards to prioritize new/beginning farmers or those with demonstrated financial need when distributing supplies
