Authorizes county agriculture development boards to establish mentoring programs where experienced farmers provide guidance and assistance to beginning farmers.

Permits counties and county agriculture development boards to resell or lease preserved farmland acquired in fee simple to beginning farmers at prices below what the county originally paid for the land.

Defines "beginning farmer" as someone who has never farmed, has farmed in New Jersey for 10 years or less, or qualifies as a first-time farmer under federal tax code (26 U.S.C. s.147(c)(2)).

Requires resold or leased farmland to maintain agricultural deed restrictions, with proceeds dedicated to farmland preservation purposes and the State's pro rata share deposited in the Preserve New Jersey Farmland Preservation Fund.

Addresses aging farmer demographics in New Jersey, where the average farmer age is 59.7 years compared to the national average of 57.5 years.
