Requires the New Jersey Department of Environmental Protection (DEP) to evaluate cumulative stormwater impacts when reviewing permit applications for warehouses and high-density development projects.

DEP must consider stormwater effects on the municipality where development is proposed, all adjoining municipalities (including those in adjacent counties), and the entire watershed containing the property.

Stormwater management must induce ground water recharge where practical, minimize offsite runoff to protect adjacent municipalities, and maintain stream channel integrity for biological and drainage functions.

The bill aims to prevent increases in nonpoint pollution within watersheds where warehouse or high-density developments are proposed.

"High-density development" is defined as projects proposed at greater density or intensity than currently authorized under local master plans and development regulations.
