Prohibits New Jersey local governments from adopting any ordinance, resolution, or rule that would allow noncitizens to vote in local elections, declaring any such measures null and void as against public policy.

Classifies any vote by an elected local government officer to approve noncitizen voting as a violation of their oath of office required under R.S.41:1-3.

Amends the "Local Government Ethics Law" (P.L.1991, c.29) to add violations of an elected official's oath of office—including failure to support the U.S. and New Jersey Constitutions—as an ethics violation subject to potential fines.

Cites Article II, Section I, paragraph 3 of the New Jersey Constitution and Title 19 of the New Jersey Statutes as establishing that only U.S. citizens are eligible to vote in state elections.
